Regulatory compliance and technical validation
CeyCell meets the legal and regulatory requirements that apply to it in Sri Lanka. This page sets out how, in plain terms, and what we have done and will do.
How the rules actually apply
Some approvals people expect simply do not apply to an off-grid battery. Here is the honest picture, body by body.
The Consumer Affairs Authority (CAA)
The CAA does not issue a pre-market approval certificate for batteries. Its job is to make sure products on the market follow consumer protection law: product information, labelling, warranties, and fair trade.
After the official launch, CeyCell will provide every document a buyer should have, in line with Sri Lankan consumer protection law:
- Warranty certificate
- User manual
- Safety instructions
- Product labels
The Public Utilities Commission (PUCSL)
PUCSL does not issue a general product approval for standalone or off-grid batteries sold to consumers. It regulates the electricity sector: generation, transmission, distribution, and supply.
A PUCSL approval or licence only applies once a system is connected to the national grid, or is part of a regulated electricity project. For a standalone or off-grid battery, there is no general requirement to get PUCSL approval before sale.
Independent technical validation
The Department of Electrical Engineering at the University of Moratuwa tested our technology, independently.
It was certified as meeting IEC 61427-1:2013 for solar PV off-grid applications. That is an outside check of how the product performs, against a recognised international standard.
